In the 1980s and 1990s, several men unknowingly became fathers when their sperm was used without consent at Halmstad Hospital.
Following an investigation by Region Halland, a package of measures has been proposed to address the issue, including offering DNA testing at Halland's expense.
The investigation revealed significant gaps in the insemination records, making it unlikely to obtain a clearer picture or new reliable information.
At least five pregnancies resulted from unauthorized sperm usage over a decade.
The proposal will be reviewed by Halland Hospital's management board on May 29.
