Store owners claim that customers seeking these products often want to avoid supporting criminal gangs.
The substances, primarily THCH and THCJD, are mainly sold online but can also be found in physical stores.
Police are aware of the situation but prioritize addressing more severe crimes like gun violence and explosions.
The government, upon request from the Public Health Agency, decides which substances to classify as narcotics in Sweden.
