In a recent cyberattack on Härjedalens municipality in Sweden, hackers have made demands which the municipality's chief, Gunnel Gyllander, has refused to confirm or meet.
The attack has disrupted key services and forced employees to revert to using pen and paper.
The full extent of the damage is still being assessed, and it's expected to take several months before the systems are fully operational again.
This incident comes a year after a similar attack on Kalix municipality, highlighting the increasing importance of cybersecurity in public services.
The identity of the hackers remains unknown.
