While it includes some working hour reductions, only about 8-9% of the 78,000 union members will benefit.
Many nurses criticize the deal, calling it insufficient and expressing fears it may lead to more leaving the profession.
Union leaders acknowledge the dissatisfaction but argue they had no choice, as rejecting the offer would have left members without a collective agreement for at least six months.
The dispute has also resulted in about 2,000 legal cases across 12 regions, with the union seeking damages totaling at least 150 million kronor.
