Stockholm's County Governor, Anna Kinberg Batra, is under scrutiny for appointing friends to top jobs at the County Administrative Board.
Criticism arose after it was revealed that she handpicked Anna Borgs, a long-time friend, for a planning chief position without a proper hiring process.
Kinberg Batra admitted the decision might seem biased but defended it, citing Borgs' experience.
Former deputy director Åsa Ryding compared the appointment process to political favoritism, likening it to a minister selecting their secretary.
The case is now being investigated by the Parliamentary Ombudsman (JO).
